To view the drawing you will have to unzip it to it's original .DWG (AutoCAD native format) and use a CAD program or viewer that accepts the DWG format. CADopia's IntelliCAD 4 works well and an evaluation copy is available at http://www.cadopia.com/products/icadStandard.asp. It's a bit of a monster and if you're on dial up, I'd install Headlight Software's Lightning Download evaluation product first. There's a link to Headlight Software on CADopia's site. TurboCAD LE can be downloaded from http://www.imsisoft.com/free/.
If you don't want or need a CAD program you can download a DFW viewer from Autodesk, Takes about 4 minutes at 28baud http://www.autodesk.com/expressviewer. With this viewer you should be able to view the drawing in detail by opening http://georgecushing.net/SectionedIRS.dwf
